It is possible with a little modification

In the design of the policy desktop settings document. You can find the field to set the replication on startup and shutdown.
If you inspect it you also see the fields necessary to set the prompt. For startup you can switch it but for the shutdown it is configured as a calculated field with the same value of the switch if you want to replicate at shutdown or not.
You can set the fields exactly as the replication at start up.

Now you can set the parameter in the desktop setting.

One problem..... this replication at shut down shows the replication tab. If you have the (default) setting to open all tabs at startup when you shut down, you will always get the replication tab opened at startup.

If someone has a solution for that issue I would be obliged.
